Create a design for the "pinned" featured post

On the ember blog there is a "pinned" Featured Post: Octane is Here

We need to have a design for these sorts of posts so that they are sufficiently "visually different" so as to bring our attention to them

This is now considered optional because we're not using this in the production blog any more. We should do this after release as it's clearly something that people would like the opportunity to be able to do 👍
