[Feature Request] Add toggle to disable haptics

It'd be nice to disable the haptics while using the keyboard or scrolling. if anything it's the scrolling that gets to be a bit much when scrolling through extra long forms.

I wouldn't be opposed to adding this, but there's something that stops this from being able to be more than half-baked:
The haptics for scrolling are done by SteamVR as part of the mouse-wheel scroll input type. Its frequency is also dependent on how often the application polls for input, so it may vary between HMD refresh rates and how often desktop overlays update (Desktop+ tries to compensate on very low rates for more consistent haptics).

Haptics for the Desktop+ laser pointer (outside of SteamVR dashboard) can be disabled by unbinding the haptic action from the SteamVR controller bindings for Desktop+.
This doesn't remove scrolling haptics, however.

Haptics for Desktop+ while using the system laser pointer (inside of SteamVR dashboard) can be disabled by unbinding the haptic action from the VR Dashboard bindings. This may be going overboard, but at the same time the app's haptics match the rest of the dashboard, so you probably wouldn't like those either?
This also doesn't remove scrolling haptics, though.

The only way I know to get rid of scrolling haptics is to not use mouse-wheel type scroll input altogether. That is something you can toggle in Desktop+ by ticking "[x] Use Smooth Scrolling" in the Mouse section of the Settings window.

Sure, it's possible with compromises, namely locking out wheel-scrolling. But the result wouldn't be much different from what can be done today. You would be able to keep dashboard haptics and only not have Desktop+ one's, but that's it.
