RocksDB Cloud is not updatable when new_cookie_on_open is not given

In condition of roll_cloud_manifest_on_open is true, RocksDB Cloud will create an new CLOUDMANIFEST file without cookie postfix but with an new epoch, rather than update the original CLOUDMANIFEST file used when open. 

This is not a bug, but a strange behavior we need to be care about.
