[Feature]: introduce shards and use CURRENT_TERM per shard

Feature Summary

Start and Stop shoud support shard id. CURRENT_TERM is used for per shard instead of partition.

Motivation

support failover.

Proposed Solution

abort request for the shard at Stopping.
