[Enhancement]:  Add store level branch registry for branch duplication check

**Current Behavior**

With current implementation, we check branch duplication in every table partitions when create an new branch.

**Proposed Improvement**

With new implementation, we have a branch registry at store level, we only need do duplication check against the registry when create an new branch
