System API errors need to be surfaced to the end user

System API errors may happen (e.g. LM API response failure). The user should be informed about these issues. Ideally, the user should know whether an issue should be reported as a system issue or a component issue. For now, components should handle this messaging, but in the long term the system might distinguish to reduce bug reports.
