Getting Rangemeasurement from external ship #7

Description

@Alastor-git

Implementing the IGC communications to allow an external ship to give measurements.
I see 2 possible protocols :

  • External ship gives us Target. We broadcast it back to a potential fleet and clear the input panel.
  • External spotter ship gives us range measurement, we add it to the input panel.

Initially, we could have a spotter ship manually piloted that just gives range measurements and manually clear the text panel to reset it.
Later if we deploy a fleet of spotter, a manually piloted spotter could be ordered to range on the target finding. The ship would then broadcast what target it wants to the spotter fleet and then everybody responds once they find the target. Data accumulate until we find the error sufficiently low to lock the target and start navigating towards it.

I must go back to the work on IGC when I have the time, but that way, it's documented.
