duplicates between contacts and users

Describe the bug (current behaviour)

To reproduce

select distinct(u.email, c.email) from core_contact as c INNER JOIN core_user as u ON u.email=c.email where u.email != '';

Expected behavior

if a user exists with a given email, no contact should be created.

Environment:

• Deployment: daisy.lcsb.uni.lu
• Version 1.8.2
