Add project phases - initiation, active, archived

Project can have different phases. The most important is that if the project finishes, it can be archived/moved to inactive stage.

• Update of all the fields should be disallowed
• The stage should be visible - ribbon? color?
• Search should enable filtering by stage

Questions to solve:

• should custodians be able to read the archived records?
• are there any requirements on confidentiality/access restriction after project ends?
• what if the archive folders/locations move - who will have permission to update these records?
• do the records need to be complete or is there some other restriction which would disallow project to be moved to archival phase?
• shall all accesses be revoked or are they required to be manually revoked in order to be able to archive project?

by default, the archived projects can be excluded from search (filter is on)
