"suggest talk" should link to our "talks" repo

Not a long time ago we have changed our talks planning process.
Right now it is fully public.

There's a special repo to announce a talk. Different users can vote about these talks and share their ideas about them. https://github.com/elixir-lang-moscow/talks

We need to change our navigation link and delete old models, template, and controllers.
