MGTs are driven from The IDT clock crossbar; they get a 1.5V (3V diff) voltage which is higher than the MGT quad supply. IDT can have the output termination enabled which partially solves the issue. but there should be a resistor at the output which reduces the swing.

Would it be fine to place ~200R 0201 resistors instead of a pair of jumper capacitors, since we have 2 pairs on each line?
