Cannot adjust resolution and dual monitor arrangement when increasing a monitor resolution

What Happened?

I have my laptop and external 4k monitor. Plugging in my 4k monitor for some reason sets it to 1080p when I have things set to dual screens (unrelated, but got me to this bug) so I changed its resolution back to 4k. This increased required the screen arrangement to be fixed. When I try to apply though it errors saying that the monitors are not adjacent. My hunch is that the check is not basing it on the new resolution/size.

Steps to Reproduce

1. Set up dual monitors, with one monitor at a resolution lower than its highest/best
2. In the Display Settings increase the resolution and fix the arrangement
3. Try to apply those settings

Expected Behavior

I should be able to apply my setting as long as the arrangement is valid
