Not all empty workspaces get removed when closing an app which has windows on multiple workspaces

What Happened?

When having multiple windows of an app (e.g. Files) on multiple workspace windows and closing the app with Ctrl+Q then not all workspaces which are empty get removed.

Steps to Reproduce

1. Create multiple workspaces (e.g. 3) with some (other) app windows open on the first ones and a Files app window open on each of the workspaces.
2. Navigate to the first workspace and close the Files app via Ctrl+Q.
3. A left over workspace is shown with a Files icon, although there is no more window of that app open.
4. Navigate to this last workspace, open Files and close it again -> workspace will be removed (as it should have been before).

Expected Behavior

Remove all empty workspaces.
