Add feature to remove flood and lots of stickers

Add feature to remove flood (lots of small messages from one user in a small period of time) and lots of stickers. Bots with admin rights can now use a new **deleteMessage** method from Telegram Bot API. It has two required parameters: **chat_id** and **message_id**.
