Provide a Top-Level Issue-Tracker / Repo

Issue

A top-level issue-tracker like "main" should be provided, thus participants can file issues there (and team-members can move issues to it, thus code-issue-trackers are kept free from those issues).

Used additionally by participants who don't want to use forum/chat for feedback, but prefer an issue-tracker.

Naming

As usual, naming things is difficult:

• eco
• main
• general
• top
• root
• ...
