Feature: Add Fleet Server Support

To provide a more seamless testing experience for Elastic Observability and Security, this issue proposes adding support for Fleet Server.

This would allow users to run Elastic Agent in Fleet mode, enabled via a --fleet startup option. This feature is crucial for testing the full capabilities of Fleet-managed agents, a core component of the Elastic Stack.

Thanks for raising this. Start-local is designed to make it easy to deploy Kibana and Elasticsearch in a local development environment for basic testing.

This simplicity means that some features, like fleet-server, are not included by default since they are not strict requirements for most local dev scenarios. That said, we can re-examine this if there is a stronger need to support broader use cases.

Thanks for the reply. From a user's perspective (not just a developer's), it seems consistent to add Fleet Server. Since the EDOT collector mode was recently included, adding Fleet would be a logical next step to support those testing full Observability and Security workflows.
If the team is open to this, would a PR to address the issue be accepted?
