Add connected onboarding guide to collect Docker Logs and Metrics and send to OTel collector

I propose implementing a connected onboarding experience to facilitate the initial data integration into the local environment by monitoring Docker logs and metrics.

Suggested flow:

1. Initiate a local environment for observability.
2. Begin collecting Docker logs and metrics (likely utilizing a separate OTel collector?).

The primary benefit would be to expedite the customer’s experience of utilizing Elastic with “real” data by leveraging Docker as the initial data point (since Docker would, at the very least, be running the Elastic stack).

We should consider adding a self monitoring flag that automatically enables EDOT to collect docker telemetry.

For changes on onboarding flows these are inherited from the self-managed image.
