Add option to MSI installer to set configuration directory #293

Feature Request:
In a similar manner as INSTALLDIR for setting the install directory of files, provide a similar config directory (CONFIGDIR) settings to reuse current settings already configured by users. This will be most helpful in situations where users are making an upgrade to a current beat or agent and prior settings are compatible.
