Error: resource creation type and name could not be found in ddl

Error: resource creation type and name could not be found in ddl has two problems right now:

1. it is not helpful enough

• since this is a user facing error that we expect to occur often, it should:
  • be pretty
  • be details (e.g., "could not determine the name and type of resource defined in the sql of this file"
  • should specify exactly what file
  • should expose a relative link so user can easily enter the file

2. it should probably support "create or replace"
