FileSystem watch folder for auto update.

Create a new feature to enable auto update based on a FileSystemWatcher (http://msdn.microsoft.com/en-us/library/system.io.filesystemwatcher(v=vs.110).aspx). This would be nice because it would speed up testing, because you could run Dover with the installed addon and deploy the addin without needing to reconnect the addon.
