Add Accepted/Executed distinction on list of closed proposals

Since HG have to explicitly approve EFX distributions and ATP's, it would be helpful in the list on
https://dao.effect.network/proposals/

to show which proposals have been accepted (passed the vote) and executed (had EFX distributed or ATP executed). This would make it easier to keep track of which proposals the HG still need to finish up after they passed their vote. You can see this when you go to a specific proposal, but it would be helpful if it was something you can check at a glance.

It can be really minor, like light green up arrow for accepted and dark green up arrow for executed.
