EUPL vs. GPL 3: Which license is used here? #78

LICENCSE.txt outlines that the repository content is released under the terms of the GPL 3 (or newer):
This program is free software: you can redistribute it and/or modify
it under the terms of the GNU General Public License as published by
the Free Software Foundation, either version 3 of the License, or
(at your option) any later version.
Why does README.md says that its released under the terms of EUPL v1.1 instead? Could you please explain it? Thank you.
