Upgrade artifact actions version to v4 as v3 is being removed

The artifact actions version currently being used is v3, which is scheduled for removal. To ensure the continued functionality of workflows relying on this action, the version needs to be upgraded to v4. This update will prevent potential disruptions and maintain compatibility with the latest features and security improvements provided in v4.

Tasks:

• Identify all workflows using actions/upload-artifact@v3 or actions/download-artifact@v3.
• Update these workflows to reference actions/upload-artifact@v4 and actions/download-artifact@v4.
• Test the updated workflows to ensure proper functionality.

All of the workflows which are using artifact-upload or artifact-download are upgraded to v4 except for the below mentioned repositories

• https://github.com/edx/edx-mobile-marketplace-ios
