Normalize timeseek controls

Problem Statement

Applies to TV/Movies/Live TV. Plex does 10s for rewind & 30s for fastforward regardless of from a button or pressing left/right

Plezy does the following for left/right even though it always shows +-10 in the control bar:

• Android TV
  • TV show: +-5s
  • Movie: +-15s
  • Live TV: Unsure, broken
• Linux/desktop
  • TV show: +-10s
  • Movie: +-10s
  • Live TV: Unsure because it doesn't show seconds, but probably +-10s

Proposed Solution

Make control buttons and left/right controls 10s for rewind & 30s for fast forward

Use Case

1. This would help fast forward much quicker, whereas rewinds are usually smaller increments
2. Clients would be consistent between eachother and the on screen controls
