in vscode I'm getting the error "action is not allowed as top level statement" when following the "Your first Ecsact file" tutorial

Steps

1. navigate to: https://ecsact.dev/start/tutorials/first-ecsact-file#full-ecsact-file
2. select "Full Ecsact File" on "On this page"
3. copy the "Full Ecsact File" code
4. paste code into vscode under .ecsact file

Result

recieved error
