Add an option to disable sending emails for new comments

In your profile, we will add an option to disable sending of emails for new comments.
The system of unread comments in the discussions panel on the left is really great and it's sufficient.
We'll remove the comments alerts on the https://afpy.nova-ideo.com/@@seealerts page too.
