REMARK starter example

Link in readme file for the starter example (https://github.com/econ-ark/REMARK-starter-example) does not exist. It is now https://github.com/lnsongxf/REMARK-starter-example

Is it possible to change it to a template such that one user can create multiple REMARKS using the same Repo?
If users should Fork the starter repo, each user can only create one.

https://github.com/econ-ark/REMARK-starter-example was made private because it's no longer up to date with our current standard.

The other repo is someone's fork of the original econ-ark repo and is also outdated.

@camriddell is working on a new template, I believe.
