RSFME output in MacroSheds format

output in general MS format, output includes (wide format for flux methods) columns:

• ms_beale
• ms_wrtds
• ms_pw
• ms_composite
• ms_rating

questions:
output must include ms_interp, in which case all are interpolated because only monthly and annual flux estimates
output must include ms_status -- does one flag turn a whole month or year into a "1"?
output must include uncertainty handling via the errors() package

for aggregated data, we should produce these summary versions of the columns, % ms_interp, % ms_status, and % ms_missing for each month, year

currently we are excluding all interpolated chemistry from flux calculations (which is the correct thing to do). we should discuss how we sill communicate this on the portal.

ok, i've got this at a point that all the calculations are functionalized. we should talk about how to handle having two different values at the end for each flux (c flagging and q flagging). I feel like most of the important information is in the c flagging, but I'm not sure how to handle it.
