Changing target on instance should be blocked

Related to issue #535. Change the target of an instance will not cleanup the original deployment. We should disallow direct target changes on a created instance.

We decide to listen to customer feedbacks. And internally, we prefer to blocking this. We assume changing instance will always keep original target set.
