Turn on controller RecoverPanic feature #691
Description
Controller runtime has a new feature RecoverPanic since 0.19.0 which helps controller and webhook to recover panic and prevent the process from crashing. However, we don't know if this would cause any different behavior to our service so we turn off the feature now.
We should turn on the feature once it's tested.
