Review "package testers" for accuracy and purpose

Each of the EPP's has a (or multiple) designated package testers (search) who are the official maintainers of those packages.

Some of these are out of date and no longer reflect reality and this needs a review.

In addition the purpose of package testers seems to have evolved. Therefore, while thinking about the best way to represent this information we should also make sure the purpose is well considered.

For example @rschnekenbu has stepped down so we should update so that the website (like https://www.eclipse.org/downloads/packages/release/2025-09/r/eclipse-modeling-tools) does not give false information:
