Enable Tool Discovery and Tool Usage in ARC by using WoT and the registry

Problem Description:

The ARC framework currently lacks a standardized mechanism for discovering and utilizing tools deployed as microservices within a system. To address this, I propose implementing a discovery mechanism that leverages a Thing Directory Server.

Use Kotlin-Wot to interact with Tools through their Thing Descriptions.
