Unified Labeling System

As defined in ADR #33, we are standardizing issue and pull request labels across all repositories in the EasyScience organization.

This issue tracks the rollout of the Unified Labeling System across the relevant repositories. For each repo, the following needs to be done:

• Add the defined label groups and individual labels (with colors and descriptions)
• Remove or rename any existing labels that conflict or overlap
