We need a procurement policy for this. I'm keen we focus on purchase of assets rather than services for the moment. Services are a much bigger spend but they are also much harder to quantify and compare with, and I'm a little worried that we'll end up with a policy that's overly restrictive. (For example, I want to make sure that things like code bounties are still fine)
