split service layer from front-end

To allow APIs deploy separately from GUI. Enhance service layer. e.g. caching image rendering. Then we can publish as an API. Services repo is ready. Need to move image cache into services. Enables better scaling because we can scale services independently from front-ends. So we can farm work out to hosts.
