Fix Administration Script

createBaseVM.sh

• Change to use standard Ubuntu 16.04 vhd
• create base image vm
• Install jq or other preinstalled requirements
• Create base storage account for private access to source
• Add Teacher/TA key authentication to student VM

armgroup.sh

• change group name to not have MIT in the name

CaptureImage.sh

• Remove MIT from variable names
• Add waagent to vm
• Change name if .json image file
• Change code to "select" a source storage account
• Create base storage account for Public access to source
