[WPF] explorer.exe hangs after a few seconds on 32bit Windows

While testing a deskband on a 32bit VM I noticed explorer.exe hangs/freezes with 100% cpu usage after a few seconds of enabling the deskband. The problem occurs with the basic sample project attached here: WpfSampleProject_32bit_freeze.zip

I might look into this further in the future but wanted to report it here for now.
