That was designed by joe bickel whom I knew. He ripped off every subroutine he could find and pasted it together on a SUN system running sunOS which was based on BSD unix. It did use shared memory for process COMM.
It was sold to cencentric networks and ran on there for a while. I had the source for it way back but lost it when my sun workstation crashed.

almost certainly separate topic, but fwiw fyi, with that 'galcon' link and history page - am quite interested in this note
game was written on a PDP-11 system in Kentucky called D.I.S.K. back in the early 1980's. It was created by Stan Bartsch. I don't have much info on this game, but it was updated and ported to Unix in 1985
thing is we know some people that were playing decwar on ulouisville dec10 and were also at ukentucky at that time -

fyi...The game was pretty shitty. Oh he also ripped off alot of concepts from CIS 'MEGAwars' whom Bill Louden commissioned for Kasmai to write.
