Automate the browserslist update whenever we publish a new release (every 2 weeks)
Motivation
The nag screen is paying off
Proposal
Run npx update-browserslist-db@latest while updating package versions on release action
Benefits
Won't get nagged
Drawbacks
Another process added into an already complex action
Adoption strategy
It only needs to be added to ripple-framework
