INSTALL STEPS

1. Clean machine: Win11 x64 23h2 ENU
2. Install SDK 9.0.306
3. Install Aspire.ProjectTemplates 9.5.2

REPRO STEPS

1. Open CMD, create an Aspire Starter App using following commands:

dotnet new aspire-starter -o aspire01
cd aspire01/aspire01.AppHost

2. Run the project using dotnet run
3. Go to Settings/Language

NOTE: Also repro on Aspire.ProjectTemplates 13.0.0-preview.1.25528.8

ACTUAL
The language drop-down box in the settings has an additional "中文 中国" option

EXPECTED
There is no "中文 中国" option.

@JamesNK Can you please confirm if we need to fix this for Aspire 13.0? This can be reproduced with Aspire 9.5.2 though.
