Configure Buddy

Buddy is an extensive build pipeline service that will allow us to deploy applications to Elastic Beanstalk and manage staging builds all in one place.

To fully utilize this, we're going to need to make a test branch with a test configuration.

Buddy seems to have problems with X11, so I'm going to hold off on transitioning tests to Buddy until we have something ready for production.
