"Docker is not running" pop-up but "Docker is not installed" is expected

When executed on a machine where Docker is not installed, SublimeDocker should suggest users to install it. A pop up message saying to start Docker engine is displayed instead.

I have the same issue, but my docker is installed and I can execute docker commands without sudo over shell
