Will docker cluster CLI plugin be available for Docker CE on AWS?

Will the new docker cluster CLI plugin be available for Docker CE clusters on AWS?

Expected behavior

Be able to use docker cluster to create and manage clusters on AWS.

Actual behavior

Not sure if the new plugin will be exclusive to EE or not.

I believe they mentioned during the talk or Q&A after that docker cluster is only in Docker EE (v3+). The talk abstract alludes to this as well. I don't think it will ever be available for Docker CE (but I wish it would be).
