Doc says install can be done using setup.py, but not in source

I would like to be able to "install" offline. So was hoping to use setup.py. But it does not appear to be there.

I'm not saying I know this makes a difference but ... did you try upgrading pip, like it suggested that you do, so that it's not 16 versions out of date?
