Add Install instructions to the README.md

I'm haven't used perl in over 10 years so I didn't realise that to build and install I would need

``` sh
$ perl Makefile.PL
$ make
$ sudo make install
```

(culled from the Dockerfile)

It would be great if this was in the README.md somewhere.
