Unportable use of fixnums

I'm surprised this hasn't come up long before. I'm thinking about the fix.

Just ran into this on 32-bit CMUCL.

(local-time:format-timestring nil (local-time:now))
.. debugger invoked on TYPE-ERROR:
..   Type-error in KERNEL::OBJECT-NOT-FIXNUM-ERROR-HANDLER:
..      1746623630 is not of type FIXNUM

This should be fixed, or at least helped, by the latest commit on HEAD. I don't have a 32-bit lisp on my machine right now, could one of you check it?
