Consider loss of ditconfig for votes #14
Description
As a user will run into trouble as soon as the ditconfig-file is absent but the user still has votes to reveal/finalize, we need to consider these edge-cases. Prevent this from happening by always assuming that the config or a certain part of the config might not exist.
