Incorrect Parsing Of statute_code field in MDEC Traffic Charges #40

Description

@FreddyFlint

I noticed today on MDCaseExplorer that the Statute Code column in MDEC Traffic Cases Charges has many empty values. I started to check the original image of the page that was captured by your scraper by inputting the case number in the "Search By Case Number" box in MDCaseExplorer for various cases that did not have a Statute Code. To my surprise the "Charge and Disposition Information" section in the image captured by your scraper did contain many values that were not parsed.

If you look at the first 21 rows that are displayed when first selecting MDEC Traffic Cases Charges there are 12 rows that have an empty Statute Code value. I checked each of those cases individually. Two of the cases had no "Charge and Disposition Information" section listed therefore there was no Statute Code to parse. However the remaining 10 cases all had the "Charge and Disposition Information" section with a populated Statute Code. It appears that the parser missed parsing about 1/2 of them (10 out of 21) incorrectly in this small sample.

You can verify by looking at the following case numbers (all are from the first 21 rows of results in the charges table when first displayed):
26X0MB2
73P0FZL
2890GVG
