Menu bar items get moved to overflow when opening/closing About modal

Often opening or closing the About modal using the About menu item causes the other menu items to get pushed into the menu's overflow. I have no idea why this is happening, but it doesn't happen 100% of the time. Here's a short video showing it happening:

I can't recreate this exactly, but I definitely do get the headers moving around / line wrapping awkwardly in a way that seems related. I can trigger that by resizing the window. It's especially pronounced with tables with longer names (e.g. Baltimore City Criminal Cases ___). I'm reading up on Fluent UI, but it seems like the command bar element isn't wrapped in a responsive box that would either resize its contents or collapse items into a hamburger button, overflow icon, etc. One thing I can think of is that the logo is really big—maybe that should be responsive on its own.
