feat: Display connected network and redirect users to correct DRep registration url

Currently we do not implement alternative networks for our wallet integration. 

1. The user needs to be shown which network they are connected to and be given the option to change if applicable.
2. The "Become a DRep" button needs to redirect the user to the correct gov.tools URL based on that property (e.g.  preview.gov.tools, pre-prod.gov.tools and gov.tools)
